Project Background

The project will seismically evaluate and retrofit the following eight buildings in accordance with the California Building Code:

• National City South Bay No. 4 & No. 5
• Oceanside No. 5
• Otay No. 10
• Otay No. 11/SD 19
• Otay No. 12
• Otay No. 13
• Rainbow No. 11 & NCDP 1
• Helix 5

Structural improvements for each flow control facility will be designed per the California Building Code using ASCE Standard 41-17, Seismic Evaluation and Retrofit of Existing Buildings. Reid Middleton, INC. (RMI) will prepare one set of contract documents to retrofit all structures. Where seismic retrofit improvements are not feasible, the project team may recommend replacing the building as a separate project. To date, RMI has performed a comprehensive condition assessment and identified the structural deficiencies primarily in the roof-wall connection which is deemed retrofittable.
